Intellectual emigration of the Russian population

Abstract
the main tendencies of the international intellectual market are analyzed according to each component: irreversible, temporary and reverse migration of brains. The author suggests to change a paradigm of Russian migratory policy and regulation via implementation of intellectual services for developed countries, i.e. intellectual outsourcing.
