Abstract
One of the important modern challenges is to direct the force of global change into the channel of positive long term impact: the creation of a universal social medium that would give a fundamentally different set of civilization values and priorities. Unless the fact that the global institutional system is trailing behind the functional factors of the integration tendency is recognized, large scale social stability may be disrupted.
