Abstract
The solution of social problems is the primary purpose of public authorities in the past as well as in the present. A study of historical experience, traditions and rules of public administration bodies in administrative centers in the Nizhny Novgorod region provides a deeper insight of social activity in the reform period in the late 19th century.
