Features of Formation of Russian Decentralized Institutions in the 19th Century

Abstract

Issues of decentralization of Russian public authority are considered in retrospect. A review of public administration in the first half of the 19^th century reveals a stronger territorial decentralization, while the second half of the century is marked by a balance between the relations of centralization and decentralization of public administration.
