Conceptualization of the situation centers in public administration

Abstract

The authors study a nature and special features of the process of forming the system of the diffused Situational Centers (SCs) of public authorities on the base of materials collected after scientific and practical conferences (held in 2005 - 2011) devoted to the SC development issues. The results of the research allow to state about incompleteness of process of strategic management institutionalization, and as a result, asymmetry of development and dysfunction of administrative infrastructure. The author state the existing of the gap in instruments of knowledge: namely methodological and technological support of activity of SCs.
