The concept of the resiliency of the system towards the negative factors

Abstract

Theoretical understanding and study of the concepts and contents of the resiliency of the system of the public administration including the resiliency to the pressure of the heteronomy of the foreign or international public policy are considered in the article. A number of negative factors, resiliency to which is quite essential for the public administration system, is identified by the author. The concept and significance of the resiliency of the system of the public administration to failures (defects) and errors of the public administration are also studied in the article. With the help of methods of the synthesis, systemic and comparative-legal analysis distinctive characteristics and significance of the resiliency of the system of the public administration to the negative factors were discovered.
