Received: 15.03.2016 Published: 15.03.2016
Abstract
A historical overview of the formation of new social and labor relations in the period from 1917 to 1925 is presented in the article. An extensive analysis of the archival documents was made by the author. It is noted that at the beginning of the revolutionary changes in Russia in 1917-1925 there has been a conscious attention shift of the new revolutionary authorities to the management of the state, which meant the strengthening of the economic-organizational and the cultural-educational functions of the state. The mandatory minimum wage, the equal pay for women and men for equal work, the formation of the equality in the employment, the formalization of the principle of the right to work for all were discussed.
