The publication on the Internet of the laws and other legal acts as introduced by government, the official portal for legal information has not yet become an everyday tool for citizens or the professional legal community. The reasons for this complicated transition to electronic publication, historical traditions of the native publication of the normative legal acts, and the problems of the judicial practice of publishing official documents, are analyzed in the article.

The paper is devoted to anti-corruption examination of normative legal acts as a specific type of analysis. During the formation of the Anti-corruption Examination Institute a number of problems requiring solutions have been identified, most importantly the issue of professional training. The author provides a rationale for the modular approach to developing educational programs in relation to a system of professional development and expert training.

The reform of military pension coverage is aimed to improve social security of those dismissed from military service. However, existing draft laws in this sphere cannot be combined into a single framework. It is suggested to implement this reform together with a new law on military compensation. In particular, the minimum long service pension should equal three social pensions; a number of other issues should be solved, such as pensions for contract soldiers.
