The justification of confidence as a social mechanism for the stabilization of the society and state is focused in the article, its research and evaluation specifics as a system integration object are clarified. The basic interpretations of the “confidence” phenomenon by the famous sociologists and philosophers are presented.

В развитии государственных институтов не могут не учитываться факторы детерминации государственно-служебной деятельности нарастающей социальной сложностью в развитии социума, появлением спонтанных и непредсказуемых процессов. Для осмысления институциализации государственной гражданской службы, логики и алгоритмов ее развития важно иметь в виду условия, в которых развертывается процесс ее становления как социального института.
