On the eve of the Fifth International Forum Накануне Пятого 'Guarantee of Quality of Vocational Education' the author enumerates key issues to be discussed by the progressive pedagogic community. The most crucial of these is the creation of a corps of experts in quality systems of educational institutions. A productive approach to this, developed by specialists of the Russian Academy of Public Administration under the President of the Russian Federation, is presented in the article.
