The author analyzes the effectiveness and efficiency of legal regulation of public service, identifying problem areas: insufficient focus on goals and priorities of government bodies; lack of a scientifically grounded and tested methodology for the enforcement of public service legislation; deficiency of federal laws regulating the policy of social protection of public servants.
