The author provides a description of innocities as a new, higher stage of development of Russian science towns. He outlines basic principles of Skolkovo's legal status and legal environment: the regime of infrastructure creation and operation; interaction with public authorities; benefits for participants. An account is given of the emerging system of state control over the innocity's activity.
