In the continuation of the article published in Issue 3 (2001) of Gosudarstvennaya Sluzhba the author examines the jihad phenomenon from the viewpoint of Islam law and theology, as well as some aspects of highland tradition, and analyzes the most common political myths about Caucasus which hamper the implementation of a positive national policy.

The article investigates the contemporary situation in the Caucasus (social and economic situation of the population, criminality and corruption, possibility of ideological conflict in the education and information environment, low activity of non-governmental organizations) and suggests a system of measures for its improvement, which the author refers to as asymmetric answer.
