The issues of increasing the government role and improving the state policy in the sphere of regulation of the innovative processes on the national level and its further participation in the formation of the national innovative system are considered in the article. The issues that arise during the creation of «innovative lift» and prospects of its further development are described. The need for priority action in the field of the state regulation of the national investment system is stressed.

Strengthening the state role and improving its policy of investments attraction to the oil sector of Russia are considered in the article. Besides, foreign presence in the Russian fuel and energy sector is studied. Examples of some possible acceptable for the state and investors forms of participation of foreign capital in the oil and gas complex of Russia are illustrated. The necessity of taking high priority measures in the field of state regulation of this economy sector is stressed.
