The authors note that the need to manage the creative economy requires a leader of a fundamentally new generation, able to take risks in conditions of high uncertainty of achieving results, forming project teams that solve problems with a high degree of efficiency. At the same time, today in the theory of leadership there is a lack of formalized mechanisms for managers of a new type, as well as the regulatory framework governing the training of such leaders. The article gives a conceptual substantiation of scientific approaches to the development of the theory called by the authors ‘The theory of convergent leadership', the subject of which is the formation of teams and the implementation of management of teams and project teams in the context of the creative economy. The need for new theoretical approaches is associated with the search for the most effective management mechanisms in the conditions of rapid changes in the requirements for the results of the growing market competition. The authors carried out a comparison of the convergent leader and manager competencies, and revealed that the key feature of convergent leadership is not only to solve the tasks, but also to preserve and enhance the potential of the team (staff members) and each employee individually as a key to success in a strategic perspective. The approaches to the training of convergent leaders in the system of further professional education are justified.

V.S. Kaganov, L.M. Tabatadze
The article notes the increased influence of the creative industry on GDP growth and economic development. It is emphasized that the post-industrial society needs a new generation of personnel, able to originally solve non-standard problems of modern development. Studies show that in order for an economy to meet the criteria of innovation that can compete on the world stage, the share of labor market participants in the category of ‘knowledge' should be at least 25 percent of the total number of employees. Naturally, such personnel should be trained, and qualification tests should be used to assess their qualifications. The authors present the analysis of the competitive movement and the experience of the organization of the state final certification in the system of secondary vocational education with the use of WorldSkills standards for creative industries on the example of the Moscow State budget professional educational multidisciplinary College named after Krasin L. B. The existing shortcomings and difficulties in the application of standards are noted. Based on the analysis, recommendations have been made that will improve the level of training for the creative industry.
