Emergence of the system of public custody of popular education

Abstract

The article describes historical experience of the emergence of the institute of state custody during the Russian Empire education reform in early 19^th century. It was then that an upper instance for management of educational institutions was introduced into the legal framework of education: the Custodian of an educational district. It would be advisable to take into account and adopt the optimization and management ideas of the past while modernizing the modern education system.
