Abstract
The low level of communicative culture is one of the negative characteristic of modern bureaucracy. Strict and unconditional observance of the rules of professional ethics by public servants requires not only inner moral responsibility, but also relevant administrative sanctions. Appropriate amendments are suggested to Part 4, Article 10 of the Federal Law No. 58-FZ.
