Abstract
The article examines the implementation of the Presidential Instructions to the Russian Government and Presidential Administration of August 1, 2008 No. Pr-1573 as pertains to the creation of a federal management personnel reserve, development of methodologies for selection, training, retraining and advancement of the participants of the Programme, selection of educational institutions and development of training programmes.
