Socio-cultural Aspects of Cluster Policy Implementation in Russia

Abstract

Based on the recommendations of the Ministry of Economic Development and regional government documents, the author provides an analysis of the Russian model of territorial cluster development management, stressing the prevalence of asymmetric models of public-private partnership and discussing the risks of the dominance of this model related to the lack of attention to territorial traditions and socio-cultural characteristics.
