Abstract
The long term social-economic development concept of the Russian Federation determines priority objectives of education development as the strategy base element for the period throughout till 2020. Solving these problems requires a shift in intelligent information technology that is the basis of a new paradigm of Smart Innovation in management and education (Smart Education).
