Abstract
The first steps of creating an open government in Russia confirm its purpose as a platform of wide public discussion of important issues for developing countries and ways to receive feedback from civil society. The appearance of new political tools commented by Sergey Zuev, Dean of The Institute of Public Policy and the application of Humanitarian Studies of the RANEPA of the President of Russia.
