Abstract

The paper notes the need for the correlation of a clear strategy for regional development and sectoral priorities. Proposes measures to promote the regions tax that act as "fiscal agents" for the federal government. And also describes measures to improve freedom of choice of the directions for additional funds that contribute to the investment attractiveness of the regions.
