Abstract

The author concludes that the main cause of centuries-old backwardness of Russia from Europe are historical in nature and rooted in the problems within society, and one of the key issues - unresolved labor problems, which hampered the development of Russia in all forms of social relations and political regimes. The article suggests ways to implement social practices proven abroad, social technologies, it is emphasized that to solve this problem can only state.
