How Moscow’s civil servants are struggling with "time eaters"

Abstract

The article reveals the efficacy of the method of «photo of workday» to optimize the performance of public servants on the example of employees of the Government of Moscow. Based on the analysis of the theory of the method of study and practice it in Moscow highlights the main problem of time management Russian officials and lists the most common «sinks» of the working time of civil servants. Based on the practical details, the author suggests the ways to streamline processes and methods of application of the method to study the work of other public and private institutions.
