Implementation experience of program-target method of social support of the population in the context of the market reforms (on the example of the Federal program "Children of Russia")

Abstract

The analysis of the specific use of program-target method in the development of the federal targeted social programs is presented in the article on the example of the most widely known presidential program «Children of Russia». The basic stages of development and implementation of the federal program «Children of Russia» associated with a change in the overall state policy in the sphere of the use of program-target planning are considered. The role of the above-mentioned federal program in the formation of the regional specialpurpose programs of social protection of childhood are presented. The characteristics of the program from the standpoint of compliance with changing methodological requirements for the development and implementation of federal special-purpose programs, the assessment of its effectiveness are presented. The assumptions about the reasons of the gradual decline of the status of the presidential special-purpose program «Children of Russia» first to the federal comprehensive, then to the special-purpose and, finally, to its final closure are made.
