Problems of public control over ensuring human rights in Russian detention facilities

Abstract
This article examines the problem of public control in Russian prisons in the framework of the Federal Penal Correction Service. There is a description of what public control is like and should be like. The article gives a critical analysis of FZ-76. The authors provide the results of their investigation of the practical experience of the Public Oversight Commission of Tver region in Russia, identifying fundamental problems in this area. The authors highlight the gravity of the problem of public control in Russian prisons calling for speedy legislative resolution
