Classification of problems in the subsurface resource management

Abstract

The results of the author's research of the mineral resources sector conditions in Russia are presented in the article. On the basis of the analysis of the different documents (regulatory, statistical, expert estimations, works of other researchers, proceedings of scientific conferences, production reports) modern issues of concern in the subsurface resources management are inventoried and generalized. As a result, these issues are formed into separate groups and after an additional research inside each of these groups there can be suggested solutions for them. The author revealed the common variant of the solution for all the groups: cardinal reforms of the legal regulation of the relations in the subsurface resource management and the industry management system in general.
