Abstract
The authors’ research on the growth of the Altai Region’s creative industries has allowed them to formulate and suggest a method for determining the region’s creative industries’ development priorities. This method is based on projects that incorporate multiple related creative activities rather than on the growth of individual sectors or unique competitive advantages. The approach adheres to human-centered principles and includes two components that ensure the sustainability of the results obtained: static and dynamic. The research enabled the development of stages for establishing and developing priority creative industries. The suggested method for choosing the Altai Region’s creative industry priorities is based on the region’s distinct competitive advantages in the creative industries, aligns with the goals of the Russian Federation’s national projects, strategies for growing service exports, and the state’s cultural policy, and considers the standard for implementing creative industries. The proposed strategy aims to build professional skills and a critical mass of specialists who can produce competitive creative products without contradicting or undermining regional governments’ efforts to support creative industries and encourage citizens to engage in the production of creative products.
