On the legal nature of strategic planning for socio-economic development

Abstract

The article examines the legal aspects of strategic planning for the socioeconomic development. It is noted that strategic planning is one of the functional characteristics of public administration. The author examines the concept of “strategy” at the legislative level and concludes that it is not used separately but rather only in conjunction with other concepts that clarify its purpose. The study notes the existing heterogeneity of “strategic planning” definitions. According to the author, the current legislative definition of “strategic planning” and “public administration” may cause misunderstandings because it weakens the strategic element and lacks a strategic component of its own. The research examines the issues related to correlation of these concepts. It is emphasized that a legal model providing strategic direction must clearly reveal the essential characteristics of the regulated phenomenon; only then can state governance in this area be ensured. In order to overcome existing shortcomings, the author proposes his own definition of the concept of “strategic planning”.
