The trajectory of personnel policy in the public sector while the national economy overcomes external challenges

Abstract

The article analyzes the role of human resources departments in the public sector based on a study of economic instruments for ensuring motivation among employees of public organizations. A review of scientific research by foreign scholars has shown that public administration is mainly affected by the Russian Federation’s reorientation toward regional partnerships. It was found that many domestic authors do not take into account the economic context of the development of the public system in the current conditions. The results of research by Russian theoretical scientists presented in the article largely reflect the scientific community’s views on ways to optimize the motivational component in the public sector. Some of them focus on current economic and technological trends in the development of the state system. Others focus on the bonus part of the motivational component of civil servants. The directions for the implementation of personnel policy in the context of overcoming external challenges indicate that personnel services will begin to focus on the professional development of highly specialized civil servants in the foreseeable future. Over time, changes in the compensation system will become the main motivational tool, as the state system will be interested in the unique competencies of civil servants, for whom the necessary material resources are already in place.
