Abstract
The article addresses changes to the municipal personnel work system within the framework of the Russian Federation’s continuous reform of the local self-government structure. The study’s goals are to pinpoint the primary issues with local government staffing and to identify strategies for enhancing municipal personnel reserves. The author employs several techniques in the work, including the general scientific dialectical method of cognition, formal-legal, system-structural, comparative-legal, synthesis, and analysis. The study provides a thorough description for the current status of the personnel in local self-government bodies in modern Russia as well as the mechanisms for ensuring the consistency of the public power structure. The analysis of doctrinal sources and norms of federal and regional legislation made it possible to identify existing problems and propose necessary means and mechanisms for their solution in the field of municipal personnel management. These are the most important ones: the creation of programmatic and strategic documents on public authority staffing; the implementation of professional development programs used in the public service system at the municipal level; the shift to a unified system of personnel training and retraining for the public administration system; the enhancement of systems for employee motivation, both material and non-material.
