On the role and significance of anti-corruption compliance in modern legal science and practice

Abstract

The article looks at current topics in the philosophy and practice of enforcing anti-corruption compliance in government agencies and businesses. The author focuses particularly on the challenges of establishing and maintaining compliance in Russia. The study investigates the relationship between the concepts of «prevention» and «compliance» and underlines their primary distinctions. The article looks at the fundamentals of this organization and how it functions as a framework for internal control over adherence to Russian law in public agencies and businesses. The article analyzes the tools of Russian anti-corruption legislation, as well as the positive experience of implementing anti-corruption compliance in Russia, which indicates the need for further dissemination of this method of preventing corruption. Based on analysis and summary of compliance practices in Russia, the author identifies the main problem with its implementation: the lack of a definition enshrined in legislation, which often leads to broad interpretations and debates. The author concludes that the main task of this institution in terms of normative legal regulation is to raise awareness among economic entities of the possible risks of violating the law, ways to eliminate them, and the creation of the appropriate prevention system.
