Abstract

The relevance of the research topic is determined by the fact that the formation of an optimal cash flow management system with the aim of minimizing risks is currently a particularly pressing issue for Russian enterprises. Modern economic entities operate in times of serious crisis. Along with a change to an innovative system of financial and economic values, new comprehensive and methodical models of development must be created. It is important to note that the companies with the unorganized management and control systems experienced the most severe issues during the crisis. Large organizations with well-defined management models were able to adapt to the new economic realities and the crisis situation rather easily. However, the development and improvement of the management system as a whole, and financial management as a crucial component of administration in particular, now call for more forward-looking approaches. To create such strategies, it is critical to examine current ideas, point out their advantages, and draw attention to their main drawbacks. At the same time, higher-quality and more progressive approaches should be based on an understanding of the current situation, as well as the use of advanced digital technologies to ensure the quality, consistency, accuracy, and effectiveness of the financial management processes. The author emphasizes that addressing the problem of legal and regulatory support for financial management will help to modernize the conceptual framework and develop a cohesive methodology that is applicable to contemporary Russian businesses.
