Social and professional orientations of student youth as a foundation for building the human resource potential in public authorities

Abstract

The article presents an analysis of the results of a sociological survey conducted among students at the Russian Presidential Academy of National Economy and Public Administration (N=1943). Based on these findings, the human resource potential of public authorities is described, and conclusions are drawn about the influence of the professional environment on the formation of the social and professional orientations of future civil servants during their studies at the university. The study shows that significant predictors of an orientation towards employment in government organizations include values such as responsibility for the country’s future, a desire for a high social status, and the preservation of the nation’s historical memory. The most crucial factor for municipal service is a desire to benefit the society. The author also investigated the impact of socio-demographic and other factors on the desire to pursue a career in public service. Students at the Presidential Academy who study in regional areas are predominantly male and demonstrate a negative attitude towards remote working, and are more likely to be interested in working for public authorities.
