The article articulates on the necessity of theoretical procedures for the development of a cultural policy model in Russia. It clarifies the specificity of conceptual forecasting and categorization, the axiological and semantic interpretation in modeling an image of contemporary Russian culture and demonstrates the significance of these procedures, on the topic of establishing, a strategic base in cultural policy. the author emphasizes the special role of the government as a cultural policy tool, defines its responsibility and influence in the coordination of the interests of diversified and different social groups, appraising various possibilities and their prospective influence upon social development and civil consolidation. It predicates supposed corrections of elevated and formidable ideas and of practical oriented actions, aimed at constructing an effective cultural policy model appropriate, to the realm of contemporary civilization. It expounds, that among the strategic cultural policy purposes there is the need of public involvement into the active cultural life, a forming of common cultural space, the strengthening of a collective identity, the securing of cultural rights and the conditions of forming an inclusive solitary society and so on.
