the example of the Perm region governance shows an efficient mechanism of regulation of economic and social processes within the multi-component system. These components of the system work according to self-organization principles. Peculiarity of the innovative pattern is such function-target blocks, which ensure junction for the process of governance. The function-target blocks are oriented towards dynamic alteration of a goal, in concordance with changes of the socio-economic space.
