The publication examines in logical sequence and substantial correlation the scientific-theoretical and applied aspects of law and mechanisms of its protection. The author reveals socio-political, economic and moral essence of corruption, gives its legal meaning as a metamorphose of bureaucratization of public authorities, and reveals advantages and disadvantages of the current Russian anticorruption legislation and state anti-corruption strategy. Besides, the author specifies constitutional-legal, socio-economic and political factors that hinder the implementation of anti-corruption policy and substantiates a set of measures to identify, prevent and combat corruption. In the practical part the author presents the core technology of corruption prevention.

An article analyzes federal and municipal programs of personnel training aimed at increasing professional skills of federal and municipal bodies` employees. It also presents recommendations on improvement of financing and methodical supply of continuous professionalization of staff.
