the article analyzes administrative approaches to development of migratory policy. The author classifies stages of migratory policy`s growth as realization of the liberal and restrictive strategy in regulation of migrations. The components in the structure of Russian migratory policy to be singled out by the author are: institutional, normative-regulatory and implementation ones.
