creation of the unified system of public administration doesn`t mean there is no necessity in distribution of powers between federal administration and municipal administration in the constituent region of the Russian Federation. This article presents brief characteristics of powers in the sphere of legal control of federal and regional Authorities. It also defines an area of teamwork for the Russian Federation and its regions, provides analysis of scientific approaches to this issue.
