The Concept of Lowering Administrative Barriers and Increasing Accessibility of Government Services for 2011-2013 developed by the Ministry of Economic Development by order of the Russian Government is aimed to support such cooperation.

Необходимость перемен стала особенно очевидной в последние месяцы. Глобальный финансовый кризис ударил по всем, но в России экономический спад оказался более глубоким, чем в большинстве стран. Однако не стоит искать виновных только вовне.
