The transition to a territorial (regional) approach of sport management has aggravated the problem of efficient resource management. Each region has the right to independently determine the main directions of its sports policy, volumes of funding etc. The author suggests a unified methodology for the development of a concept of strategic management of the potential of a regional sports complex.
