The author analyzes the reasons for inefficient public management in the high technology sphere through federal target programmes. He assesses the implementation of the Electronic Russia programme, identifying errors of judgement that have led to the nonfulfillment of its key provisions. The necessity for the creation of a long-term electronification strategy for Russia is substantiated.
