Experiments have been conducted in the Ivanovo region to form the public service talent pool through a multi-stage competition. Results of the experiment have been analyzed and a list of professional, psychological and ethical requirements to a candidate to political office has been drawn up. Candidates for the regional talent pool have been selected.
