The article considers the questions of organizational culture in Russian organizations, and defines theory, methodology and application of its scientific study as well as the practical purposes of the obtained results. Besides, it contains materials of sociological research dedicated to functioning and development of Russian organizations and organizational culture, conducted in 2015 by the sociological group of the Institute of Public Administration and Management (IPAM) of Russian Academy of National Economy and Public Administration. The data of this sociological research allows to assert: organizational culture development is essential for Russian organizations' effective performance, though faces methodological challenges. The results of the study can largely contribute to formation and development of organizational culture in various fields, particularly in structural sectors of regions and country as a whole.

There are many unsolved problems in the interaction system of the local government and institutions of the state administration and society in Russia that negatively affect the social and economic conditions and the function of the municipalities. The quality level of the solutions of these problems does not always satisfy the local population, as well as the business entities working on its territory. Entrepreneurship in modern conditions is not only a subject of the economic relations, but also an active social force, the interests of which apply to the issues of the socio-economic development of the territory where its activities are carried out. This determines the necessity of the interaction between the local authorities and businesses to address various issues in which their interests overlap. The study of such problems is very important from the point of view of the analysis of the social results of the development processes of the entrepreneurship institute at the local level and the role of the local government in it. Some significant issues of the interaction between the local governments and entrepreneurship in the Russian Federation based on the research, conducted by the sociological group of the Institute of Public Administration and Management of the RANEPA in 2014 are considered in the article.

Various assessments of the corruption problem in the activities of the state bodies of the Russian Federation are considered in this article, including its personnel aspects in the bodies of state and municipal government; main sources of corruption reproduction are determined and its threat degree in modern Russian conditions is evaluated. Sociological analysis of corruption problem is based on the data of sociological research conducted by the staff of the Institute of Public Administration and Management of the Russian Presidential Academy of National Economy and Public Administration in the framework of the state order of 2014.

In order to expose the structure and content of corruption in government bodies, RAPA researchers conducted a social study in 23 subjects of the RF in 2009. On the basis of the results suggestions have been drafted for legislation improvement, strengthening the role of civil society in prevention and the fight against this evil, as well as optimization of the public service system to prevent possibilities for conflicts of interest.

Трансформации, произошедшие в последние десятилетия в социально-экономической, политико-правовой и духовно-нравственной системах российского общества, привели к кардинальным изменениям методов и целей гражданской самореализации и гражданского поведения всех социальных слоев и групп. Такая направленность вектора общественного развития образует достаточно широкое объектное пространство социологического исследования феномена гражданственности.
