This paper examines the factors influencing condition of educational and scientific research and associated socio-economic systems in Russia. Based on the identified factors and trends in these areas by the authors it is concluded that there is an inconsistency of policies aimed at achieving a single and coherent system, whilst highlighting the need for special tools to ensure such consistency being achieved. A way of resolving such situation may require the creation of appropriate multidisciplinary Internet sites providing: detection of the dynamics of the segmented market demands for services, expert-analytical support of identified needs within the capabilities of the educational system, and the development of requirements for subsequent re-engineering. Such an approbation should deliver a positive experience.

The author studies documents on strategic planning, management and control in the Russian Federation and emphasizes the need to develop a multi-level information system using state-of-the-art information analysis and expert analysis technologies. Topical issues of methodological, regulatory and legal support of this system are outlined.

Expert activity is rapidly developing in Russia, its legal regulatory base is being refined, the number of analytics competence centres is growing. Expert procedures are moving into the network space, their quality and promptness are increasing due to intellectual information technologies, situation rooms, original toolkits for network expert procedures.
