The article is devoted to the problem of innovation introduction in civil service. The ability of subjects to overcome their stereotypes at the expense of the restrictions and to transit to the perception of a professional model of the world as a complex system, elements of which are linked within reflective relations, is considered. For this purpose a professional should be able to enforce their mental potential as a result of special conditions trainings such as a trance during which cerebral hemispheres function optimally for an innovative regime of psychological functions.

The article examines the impact of mass media on the image of professionals of hazardous occupations responsible for protecting the population in emergencies. A conclusion is made that public approval maintains their psychological security and creates a reliable basis for an internal resource for effective actions in extreme conditions.
