The article is devoted to the socio-philosophical understanding of the conceptual framework pertaining to the legal foundations of state anti-drug policy in Russia and assesses its implications for the effectiveness of anti-drug activities. The author establishes inconsistencies of its constituent concepts to scientific and methodological requirements, as well as the concepts that form the legal basis of state drug policy.
