This article analyzes the legal documents defining the requirements and criteria for professional and personal competences of civil servants in the Russian Federation. A comparative analysis of the proposed criteria for evaluation of existing public servants and candidates for civil servants in various federal districts and regions of Russia.

The article describes the issues of professional development of civil servants, analyzed the difficulties and features of the factors of professional burnout. Ways to prevent and overcome the professional destruction of civil servants are suggested. The results of testing an effective way of organizing and implementing psychological support professional development of civil servants in the process of training and retraining in high school are presented.
