This publication is dedicated to the international scientific-practical conference «Effective state and municipal management as a socio-economic development of Russia» held in RANEPA on 21-22 May 2013. The author reviews the main reports and presentations in the thematic sections of the first and second day of the conference.

The article outlines possibilities and limitations of the application of an economic approach to address public administration challenges. The efficiency of New Public Management as a conceptual basis for the reformation of the public sector is evaluated. The author suggests ground rules for the development of the Russian public service model based on such concepts as meritocracy, project activities, creation of a national personnel training system.
