The article is devoted to research of efficiency of constitutional and legal regulation of the activity of regional legislative (representative) bodies. The context of the efficiency category in the President’s Messages to the Federal Assembly of Russian Federation is analyzed. Criteria of constitutional legal regulation of regional legislative bodies' functioning are defined.
